Three weeks from today, eight college basketball teams will converge on Portland for opening round games of the NCAA Basketball Tournament, and they will bring thousands of their fans with them. It has been 34 long years since Portland hosted the tournament, and for the people who fought to bring it back, their hard work is about to pay off.
